Italy’s U212 NFS Submarine Program Accelerates Delivery and Enhances Capabilities

A significant contract modification, valued at approximately $361 million, has been executed for Italy’s U212 Near Future Submarine (NFS) program. This latest amendment not only accelerates the delivery of the fourth submarine by two years but also mandates the integration of advanced torpedo countermeasures and expands vital logistical support for the fleet.

The Organisation for Joint Armament Co-operation (OCCAR) and shipbuilding giant Fincantieri formalized the eighth contract amendment for the Italian Navy’s U212 NFS program on July 23rd in Rome. The agreement directly impacts the four U212 NFS submarines currently under construction at Fincantieri’s Muggiano Shipyard.

A key provision of the revised contract is the integration of next-generation torpedo countermeasures into the U212 NFS vessels. This marks the first instance of such advanced systems being deployed on domestically-built Italian submarines. These cutting-edge countermeasures are designed to bolster the submarines’ defenses against sophisticated torpedo threats, significantly enhancing their survivability and operational robustness.

Furthermore, the agreement includes upgrades to the submarines’ rescue interfaces. These improved interfaces will ensure compatibility with modern remotely operated underwater vehicles (ROVs) for intervention procedures and align with the Italian Navy’s SAVER system. The SAVER system is specifically developed to provide critical assistance, ventilation, and recovery support to submarines involved in accidents or stranded at depth.

The contract modification also expands the scope of Integrated Product Support (IPS) activities within the U212 NFS program. This enhanced support package is geared towards ensuring sustained maintenance and operational availability throughout the submarines’ entire service life. Beyond its role in naval construction, Fincantieri will provide comprehensive technical and logistical support to the Italian Navy, covering the full life cycle of these advanced platforms.

A pivotal element of the amendment is the accelerated delivery schedule for the fourth U212 NFS submarine, designated NFS4. Originally slated for 2034, its delivery has been advanced to 2032. This adjustment means the Italian Navy will now receive one U212 NFS annually from 2029 to 2032, completing the fleet’s deployment within this four-year window. Construction of all four submarines is proceeding concurrently at Fincantieri’s Muggiano Shipyard. OCCAR emphasized the industrial complexity and significance of simultaneously building multiple advanced submarine platforms, with particular focus on the mission system integration for the lead boat. The Muggiano Shipyard boasts a rich heritage, having constructed over 100 submarines over more than a century of operation.

The U212 NFS program, launched in 2021, aims to replace the Italian Navy’s aging Sauro-class submarines. The initial $1.54 billion contract between OCCAR and Fincantieri covered two submarines and options for two more, which were subsequently exercised to finalize the four-vessel order. This latest signing marks the eighth modification to the main contract. Prior amendments have confirmed the production of the third and fourth submarines, incorporated lithium-ion battery systems, established a dedicated training center, formalized technical documentation, and integrated concepts for special operations submarines and advanced on-board systems. Furthermore, initiatives have been launched to modernize existing U212A class submarines by leveraging technologies developed for the U212 NFS.

While based on the U212A class, the U212 NFS features a substantially higher proportion of Italian technology. These submarines will be equipped with a new Combat Management System, cutting-edge lithium-ion batteries, and highly integrated ship systems, all developed by the Italian defense industry. These technological enhancements are designed to improve the submarines’ stealth capabilities, underwater endurance, operational efficiency, and cyber resilience. Critically, the program also safeguards Italy’s strategic expertise in submarine design and production, with Fincantieri serving as the design authority and prime contractor.
