Poland Spearheads Historic $2.2 Billion Piorun MANPADS Procurement for Four European Nations

Poland has initiated a significant defense procurement program, signing a monumental $2.2 billion agreement for the joint acquisition of Piorun man-portable air-defense systems (MANPADS). This extensive deal will supply critical air defense capabilities to Poland’s own armed forces, as well as those of Lithuania, Latvia, and Norway.

The landmark contract, inked between the Polish Armaments Agency and MESKO, a key subsidiary of the state-owned Polish Armaments Group (PGZ), represents the largest single order for the Piorun system to date. The comprehensive package is slated to include the production of thousands of Piorun missiles and hundreds of associated launchers, alongside crucial simulators, specialized training programs, and robust integrated logistics support services.

Under the terms of the agreement, over 80% of the ordered missiles and launchers are earmarked for the Polish Armed Forces, with the remaining systems allocated to the allied nations of Lithuania, Latvia, and Norway. Poland’s substantial portion of this acquisition will be financed through the European Security Action (SAFE) program, an initiative by the European Union specifically designed to foster collaborative defense procurement efforts among member states. Deliveries under this ambitious agreement are projected to conclude by 2030.

This particular procurement marks a significant precedent for the Polish Armaments Agency, as it is the first instance where the agency has facilitated acquisitions not solely for the Polish military but also on behalf of partner nations. Furthermore, the collaborative consortium structure, involving direct participation from allied states rather than exclusively defense companies, distinguishes this accord from previous procurement initiatives.

Władysław Kosiniak-Kamysz, Poland’s Deputy Prime Minister and Minister of National Defense, underscored the contract’s immense magnitude, confirming it as the largest Piorun procurement agreement ever signed. He emphasized that the system’s deployment across the armed forces of Poland, Lithuania, Latvia, and Norway prominently highlights the robust export capabilities and growing international stature of the Polish defense industry. Magdalena Sobkowiak-Czarnecka, Poland’s Deputy Minister of National Defense, further noted the strategic decision by Lithuania, Latvia, and Norway to acquire these vital air defense systems directly from Poland.

In response to surging domestic and international demand, Piorun’s manufacturing capacity has undergone a substantial expansion. Arkadiusz Bąk, First Vice President of PGZ, revealed that annual production, which stood at approximately 300 missiles just a few years ago, has dramatically increased to around 1,500 missiles due to strategic investments. The company aims to further elevate this annual output beyond 2,000 missiles in the near future to meet ongoing requirements.

The Piorun system is engineered as a short-range, man-portable air-defense system (MANPADS) primarily designed to neutralize low-altitude aerial threats. Its operational efficacy extends to engaging a diverse array of targets, including combat aircraft, attack helicopters, unmanned aerial vehicles (UAVs), and cruise missiles. Key attributes of the Piorun include a sophisticated modern seeker head, a precision proximity fuse, and exceptional resilience against electronic jamming and countermeasures, making it highly effective in contested environments. Critically, the Polish-developed system has demonstrated its formidable capabilities in real-world combat scenarios, having been actively deployed in the ongoing conflict in Ukraine.

Beyond current fulfillment, MESKO is also actively engaged in the development of the next-generation Piorun NG. This advanced iteration aims to significantly enhance the system’s range and overall combat effectiveness, while also ensuring more comprehensive integration within Poland’s overarching national air defense architecture.
