NATO Secretary General Outlines Alliance Defense Priorities, Addresses S-400 in Ankara

NATO Secretary General Mark Rutte recently visited Ankara in anticipation of the 36th NATO Summit of Heads of State and Government, scheduled for July 7-8. Following a formal welcoming ceremony, Rutte addressed the media at the Presidential Complex, offering insights into the summit’s agenda and the alliance’s strategic imperatives.

Rutte underscored that the forthcoming summit would primarily focus on bolstering defense expenditures, expanding defense industrial production capacity, enhancing allied capabilities, and sustaining unwavering support for Ukraine. He emphasized that decisions made last year are now transitioning into an active implementation phase.

Highlighting a significant shift in financial commitment, Rutte stated, “We had committed to elevate our defense expenditure to 5% of our gross domestic product by 2035. We are now experiencing a transformative transition since that period.” He noted substantial increases in defense spending across Europe and Canada, with basic defense outlays surging by 20% year-over-year. Furthermore, an additional $258 billion in defense investments is projected for 2025 and 2026, signaling a continuing upward trend. The Secretary General stressed that these investments are not solely about military might but also serve to enhance economic strength and generate employment. He articulated this transformation, saying, “We are converting our economic structure into military capabilities. We are channeling our resources into missiles, ammunition, and the robust power to counter potential aggressions.”

Rutte also referenced the upcoming Defense Industry Forum in Ankara, deeming it a vital platform to showcase the formidable defense structures being developed within the alliance.

When questioned about Turkey’s acquisition of the S-400 air defense systems, the NATO chief responded, stating, “This is an issue that can be resolved among allies.”

He specifically highlighted Turkey’s pivotal role within NATO and its rapidly advancing defense industrial prowess. Rutte asserted that Turkey has consistently been one of the alliance’s most significant military contributors since its accession in 1952. “Over the past five to ten years, your defense industry has made immense strides,” Rutte remarked, noting the presence of over three thousand enterprises actively operating within Turkey’s defense sector, fulfilling a wide array of requirements for the Turkish Armed Forces.

The Secretary General further underscored Turkey’s critical geographical positioning and its leadership within the alliance, stating, “Turkey’s leadership in NATO is paramount for us. Your strategic location on the map holds immense importance, and the decision to host the NATO Summit in Ankara reflects this.”

Rutte affirmed that NATO actively leverages the capabilities developed by the Turkish defense industry, citing ASELSAN as a prime example of this collaboration. He added that the Turkish defense sector’s contributions extend beyond NATO to include EU member states and various other countries globally. “There is also considerable interest from the United States in this regard,” Rutte observed, advocating for maximal cooperation and the removal of impediments to collaboration within the alliance.
