Netherlands Commits 700 Advanced Cruise Missiles to Ukraine’s Long-Range Arsenal

The Netherlands is set to deliver 700 advanced Ruta Block 2 cruise missiles to Ukraine, significantly bolstering Kyiv’s long-range precision strike capabilities. This substantial package, valued at approximately $284 million, represents one of the most notable contributions of long-range munitions from European nations to date.

Developed by Destinus, a Dutch firm based in Hengelo, the Ruta Block 2 systems were initially described as “drones” by the Dutch government during a press briefing. However, Ukraine’s Defense Minister, Mykhailo Fedorov, subsequently clarified that the systems being supplied are indeed sophisticated cruise missiles.

Marketed by Destinus as a “cruise system,” the Ruta Block 2 marks a significant upgrade over its predecessor, the Block 1 variant, in both operational range and warhead capacity. Boasting a formidable range exceeding 700 kilometers and equipped with a 250-kilogram warhead, the Ruta Block 2 is designed for precision engagements. Its advanced features include ultra-low-altitude terrain-following flight profiles and an artificial intelligence-supported target recognition and navigation system, enabling highly accurate strikes against strategic targets. These capabilities position the system for deployment against high-value assets such as command and control centers, airbases, ammunition depots, and critical defense industrial infrastructure.

The initial classification as “drones” sparked debate following a joint press conference in The Hague involving Dutch Defense Minister Dilan Yeşilgöz and Ukrainian Defense Minister Mykhailo Fedorov. During their visit to Destinus’s production facility in Hengelo, where they observed the Ruta Block 2 manufacturing process, Minister Yeşilgöz stated that “drones would be acquired from Dutch industry for Ukraine,” sidestepping inquiries about the specific systems. Conversely, Minister Fedorov unequivocally announced at NATO Headquarters that the Netherlands would provide Ukraine with 700 cruise missiles, removing any ambiguity regarding the nature of the systems.

A Ukrainian defense official confirmed that the earlier Ruta Block 1 family had previously been delivered to Ukraine and has been actively utilized in operations targeting high-value strategic objectives deep within Russian territory. The Ruta Block 1, characterized by its approximately 300-kilometer range and 150-kilogram warhead, was often classified as a “mini cruise missile” or “drone-rocket.” The newly developed Ruta Block 2, with its extended range and heavier warhead, substantially enhances the platform’s operational effectiveness.

Destinus continues its ambitious development of the Ruta family, with the inaugural test flight of the Ruta Block 3 variant slated for next year. This next-generation system aims to achieve a formidable range exceeding 2,000 kilometers, potentially positioning the Ruta family as one of Europe’s longest-range cruise missile platforms in the near future.
